Restoring gets you on iOS 8.3 so he can't Jailbreak.

Yes, there's 2 topics in Tutorials about it but like I said, it will probably cause more issues than solve. You might need to find a way to reinstall the Cydia.deb but I'm not sure how you can do that when you have no iFile, no Apple File Conduit, etc. Reset All Settings has probably removed OpenSSH also.

Yes, there's Semi-Restore which removes everything except Cydia but in your case, Cydia is already removed so Semi-Restore might possibly make it worse.

Maybe their American Server is down? Do they have a forum or support section where you can ask?
