Connection refused means no OpenSSH was installed. Just restore back to factory, restore from your backup you made before Jailbreaking and then Jailbreak using Pangu.

You don't have the terminal icon on your springboard? I believe OpenSSH is installed now so you can use PuTTy and run the command. Run the Pangu Jailbreak tool and re-Jailbreak. It installs all the necessary files again.
