Well, most games don't IP ban you because the IP can easily be changed so they either go with UDID or MAC address. That still doesn't explain why the ban goes away on restore? Maybe the app stores a file somewhere? You could get unbanned from Total Conquest by deleting the keychains2.db file?

Duplicating the app fixed it according to some members. Remove some apps and once you duplicate, remove the original.
