Yeah, it's advisable you have a little bit of money on it because Steam might try to take some $ from it upon registration. If you still have problems, contact Steam Support.

Better late than never.

We can't be sure really since Semi-Restore reverts everything back to stock but still keeps the Jailbreak. Try installing your tweaks back one by one but keep an eye on your App Store.
