I'm guessing you've tried everything on the above link? If yes, last thing I can suggest is a full restore or a Semi-Restore first.

I have modified the one @@KingRalph posted. Try that one and make sure the flex tweak isn't turned on.

Try resetting your network settings by going to: Settings -> General -> Reset -> Reset Network Settings.
