Seems like you've messed with your phone a lot and either removed or corrupted system files. I'd suggest a full restore via iTunes but since you're Jailbroken, use Semi-Restore.com.

Hello SamySam, All Jailbreak tools state that upgrading to a newer version of iOS via OTA in Settings causes issues with the Jailbreak so I would go with what they say since they're the creators of the Jailbreak and restore to iOS 8.3 once more via iTunes.

Have you tried the Debug Menu?

Your options are limited on a Non-Jailbroken iDevice. Since Castix had his Village sucessfully reset by contacting SuperCell, yours might also!
