The @Usernamex isn't broken. It just doesn't parse when other things are parsing in the same line. And member=membarname does not really mention the user. The notification only goes through if @Usernamex turns into a link to his/her profile once you post it. - For example: I always put @Usernamex either before my post content or after. That's a 100% guarantee it will parse.

If it works while in Safe Mode, then there's obviously something not working well in normal mode. It's usually the tweaks since Safe Mode disables them all.
