Did your phone restart while downloading or after downloading? Try booting into safe mode.

I don't think there's a way to do what you're asking even with a Jailbreak tweak.

That's the only one which hasn't caused crashing SpringBoard into Safe Mode so far. It is an older version than the one in BigBoss though.
