No, did it happen before that? - The profiles in side Settings -> General -> Profiles

The only way to unbrick if recovery mode isn't working is by flashing/restoring the device back to stock.

When did this start happening? Do you have any profiles installed?

Did you maybe disable any Launch Daemons?
