Make sure you're jailbroken and have Cydia installed. Now open Safari and enter this URL there: cydia://package/preferenceloader It will redirect you to 'PreferenceLoader' package in Cydia which you can install. If that doesn't work, download and install this .deb via iFile.

Usually, when a game does not save your progress, it's because of bad file permissions but in your case, the Criminal Case cheat you used prevents the syncing/saving of progress from what I've seen in the cheat's thread.

That is "3K Assistant" - the Chinese pirate app store like AppCake. It installs with the new TaiG Jailbreak if you tick the option to do so. You can safely removed it using Cydia if you don't need it or use it.

Don't install hacks from repos. Most hacks come from here, iOSGods. And people may modify them and inject malicious code. If you're going to use a cheat, use ones from iOSGods and you'll be safe.

Cheat Engines don't work on every game. Especially some server sided ones you mentioned above.
