If that's the error then it probably doesn't work on iOS 9? You're also using a 64-bit device? Do you get the same error on other apps? Which version of Rasticrac are you using? And which repo did you get it from?

There's no Jailbreak for that version but as Xuhaiid said above, you can still downgrade.

Must be a half installed package? Try installing it then remove it.

Move both.
