There's a difference between supporting iOS Version and devices. But you can give it a try. Try IPA Installer's forced install option on FIFA 16 on an old, unsupported device and if you're successful, make a tutorial for everyone else.

You're on iOS 9.1 and not jailbroken so you'll just need iTunes and iBackupBot. Can you try the procedure with RoverCraft? To see if this method is still working on iOS 9.1?
