It's an Android emulator which let's you run Android apps on PC. There's no straight forward tutorial on how to use it because it makes no sense. It's like telling you how touse your phone. Do what ou want with it once you understand it.

Reinstall it with a new Apple ID?

If it's slow on 9.3.3, iOS 10 will be slower. And don't rely on Cydia Impactor. It doesn't always work

Reinstall the game, clear keychains, log out of game center?

You'll have to start uninstalling tweaks until you find the conflicting one. Remove Cydia Substrate and reinstall?

Have you tried the game while in Safe Mode?

Are you following a tutorial on this? Does that tutorial mention that you need to be Jailbroken in order to downgrade?

Hello, does the game work while you're in Safe Mode? The "Internal Server Error" mostly sounds like an issue on their end.
