Have you used Xcode before? Xcode automatically enabled the free dev account for users.

You should have tried a free IPA. - Try again now, perhaps you did something that may have fixed it. Do you have an alternative Apple ID you can try on?

Should be automatically active, not sure why you're not getting it.

The Jailbreak version does have more features, but only because of how Jailbroken & Non-Jailbroken works. Non-Jailbroken devices are more limited.
