Hi as u know from title I wanna add mod menu in il2cpp games there no tutorial for it I have offset hex codes I need help if someone can I ask @jbro129 too in discord but he don't reply well if u ask for I ever mod il2cpp games so yes I am doing from 2 years thanks in advance!

This will mean me doing all the code & injection? No.

You'll need to learn proper Java android development.

Offsets have NOTHING to do with coding a mod menu.

As I said,

if you want a Mod Menu: Code the UI in Java, as android apps are build on it.

After that, you'll need to combine the menu with likely a c++ framework that can patch offsets.
