This issue really screwed me over, and almost made me restore to 9.3.5. But after some advice that I thought was ludicrous. I tried it out and it worked.

1. If you are still stuck in a BSoD (Black Screen of Death) hold the home button and power until the apple pops up. 2. Verify that you are unjailbroken. Open Cydia, check jailbroken apps etc. 3. Close all apps out of App Switcher and clear all notifications. Ensure that your passcode and Find My iDevice are both disabled. 4. Go to JB app of choice (Pangu/PP) 5. Wait about 20 seconds on the app, then click START or on the circle 6. Hold Volume UP and click the power button. 7. Keep holding volume up until the lockscreen appears. 8. You should be in No Substrate, open Cydia and delete the tweak/tweaks that you installed before encountering issue (Installed>Recent) 9. When finished, reboot to get out of No Substrate and Re-Jailbreak device using the normal method.
10. You now have a working jailbroken device again!
