That’s odd, try deleting Electra and installing 1.0.3 if all else fails, you may have to SSH in and fix it that way

I would not recommend factory resetting your device as it will but it in a boot loop. Thus you will have to update to the latest firmware You can access Cydia fine correct?

Just remove Electra and reinstall it via Cydia Impactor.
