If you're on iOS 8, I strongly recommend to stay away with iLEX RAT and use Semi-Restore instead. iLEX RAT doesn't fully support iOS 8 causing more problems than solutions.

I don't think there's a tweak for that but you can edit a plist file to change the values. Using iFile, navigate to /Applications/Preferences.app/General.plist. Open General.plist as a text viewer. You can no longer update/restore to 7.1.2. Apple already stop signing that firmware. Regarding the apps check, even if you manage to install it, the app will not work.

CyDelete doesn't work with iOS 7 & 8, only 4 & 5. CyDelete8 (iOS 7 & 8) is the one that works with 7/8. Make sure to clear that out.

If you're not jailbroken then you will prefer Tongbu because you don't have a choice. Appcake for me. AppShape or LinkStore is also nice.

Also, you don't need you sign out to change a country. You just simply select 'View Apple ID' & change your Country & address.
