How do I fix that

So, my iPad got cydia errors when I tried to install tweaks. So I looked on YouTube how to fix it. And I did what is said, I opened up iFile, disk/cydia_no_stash or whatever the name was and added a - at the end. Now when I rebooted my iPad all apps are gone and I can’t connect to WiFi or do anything! Please help my did is gonna kill me! Video link I followed:

Will there be a iOS 10.2.1 jailbreak for iPhone 5s??? And my second question is, if I use my backup from iOS 9.3.3 will I get back cydia and iFile and that stuff????

I'm on iOS 10.1.1 and I was gonna rejailbreak (I restarted my iPad) and I couldn't open it and when I was gonna reinstall it it Japheth said "Yalu 102 couldn't install at this time" and I tried installing it with my Mac but it didn't work Thank You!
