Go to these website ipsw.me click on your device type then it will show the signed firmwares (ios 10.3.1 is still signed) so you can download it then after you finish downloading it go to iTunes connect your device then click on shift+ update or restore+ update or option+update in mac a window will pop out asking for the firmware file click on the firmware you downloaded then click continue after that it will update/restore by itself to that firmware Hope this helped you
