Its not a device thing, they are purchasing something then getting the payment refunded after from Apple. @timplct So you are trying to use the same credit card but are getting an error when using it again? You can search it up if you can use it on more than 1 account if so then you can refund more than 7 times and do it unlimited times. IDK if you can do that though for that reason. What error are you receiving? Or you can try what @iDavie said which was to create a new Apple ID.

You will need to hold the volume up button while booting into your jailbroken state (not on fresh boot), instead of entering normal jailbroken state it will go into safe mode, disabling most tweaks. If it allows you to boot into safe mode, open Cydia and remove the tweak causing the issue.
