well I'd recommend using cydia impactor to restore and keep your iOS to jailbreak again but it's extremely risky and literally impossible with your device restarting every 2-3 minutes. it takes at least 10 minutes to finish the process, and If your device restarts in the process, it could possibly damage your iPhone permanently, so what you should do is back up data you want to keep and restore your device through iTunes I'm sorry I don't see another solution, wait what did you download anything from cydia right before this started happening?
