well.. if you had VIP by using a hack or tweak.. that was installed when you had a jailbreak.. its no longer there because you don't have a jailbreak, so in that case you can not restore VIP

ok try to reformat your phone again after that. turn your device completely off then insert the sim then power your divice on.. if it doesnt work.. try to Google or try to find YouTube videos if those 3 things don't work.. try to find like a place that fixes phones in your area and see what they can do about your issue .

take off the the sim and reboot your phone.. if that doesn't solve the problem, then check your data usage and make sure you data is not finished.. if that;s not the issue you will have to contact your phones data company, ex: T mobile, sprint .. etc what ever your sim card says on it .. and tell them your issue .
