It can, but the developers need to fix substitute. You can also try Odyssey Jailbreak, it works there. It works on Cydia Substrate too.

Are you sure you're using the new deb? I'm unable to reproduce the freezes. Try launching iGMenu in safe mode and enable the switches one by one.
