To troubleshoot your issue: Please try reinstalling iTunes & iCloud and make sure it is the web version. Try a different USB port and cable. Otherwise, where did you get your IPA from?

Update! We pushed a new update to add a feature requested by users which shows the current queue times for free & ViP users (most importantly free) given that a lot of people were waiting hours for a decryption. Unfortunately, the queue times for decrypting new apps seem to be extremely high for normal users. We will be looking for ways to further improve the service for normal members. Downloading already decrypted apps is instant. Please note that with this update there have been 2 other improvements: If a free user has initiated a decryption, and a ViP user wants to decrypt the same app, then the ViP user will be prioritized thus making the app available for all users and skipping the queue times. Once a user initiates a decryption, the place in queue is kept so they do not need to keep the tab or browser open. Simply check back later.

I just tested on my device and I can load Game Center fine on LDOE downloaded from App+. iOS 15.4.1. Are you sure you're not doing something wrong?

You need to reinstall from App+, and do not change bundle ID.
