To clarify, you mention you purchased ViP, and not App+. They are separate subscriptions. If you did purchase App+, activations are slightly delayed due to a recent revoke wave that hit which we're working on solving.

If you initiated decryption at hour 9 then that’s when yours will processed. Not yet.

You are not "stuck" on enqueued. If you click your profile on the top right corner, you can see that the decryption for free/normal users is 9 hours currently. You have to check back after 9 hours to be able to download your decrypted app.

It's the Simpsons Tapped Out app. Just remove it like you would with any other app. If you can't find it in your home screen, then remove it from storage settings.

I don't think it is entirely possible at this time, since IPAs do not come with Documents & Library folders but are created by iOS upon installation.
