It's not your iPad, it's the tweak itself. I've had this problem also but it fixed itself.

You don't have to make the package via dpkg, it auto makes it for you.

When you tap on your screen, you get redirected to the ad page, press back button to return to the download page again and download the file. Using a different browser or a PC might help also.

Make Package = Makes it into a .deb but does not install. Make package install = Makes it into a .deb and installs it on your iDevice. You'll still have the deb in your project folder.
