You can't do that. Apple doesn't sign iOS 7.1.1 for iPad 2 anymore I think

You can't downgrade a 4s back to iOS 7 unfortunately. You can either do what illusion suggested above or you can update to 8.1.1 and hope that Apple has improved performance on the 4s but I doubt it. They make it laggy on older devices so they force you to upgrade.
