In the case where a transfer is not available, then your only option presently is to purchase a new membership for your new device. You can do so by visiting iOSGods App -> More -> App+ Membership Status/Info -> Add New Device

Only ViP users can downgrade old app versions hence why you're unable to. Normal users can download already-decrypted but that version you're after was decrypted, and then deleted because we do not have unlimited storage space. I decrypted it for you now so you can go ahead and download it!
