Try on 3G or something. If you installed a .deb, uninstall it from Cydia - Recents. If you have a Keychains backup before modifying, use that so it can download the DLC. Just mess around a bit, but be careful with keychains.

I don't think that's a bug. I think that's how developers are banning users. Medals and alliances are the whole point of the game otherwise you'll just get stuck on upgrading your base but can't participate online. Can you still attack users on multiplayer and can they attack you?
