You can't disable Passcode when you cannot access the device. You need a tool to kick you out of DFU Mode.

Open iTunes -> Backup - Click Restore button -> Download the new iOS version -> Your phone will go into recovery and the restore will begin. Wait and done. -

It's just you. Maybe your Wi-Fi is too slow to access the repo or your ISP may have blocked it? Try while in Safe Mode.
