Hello, If you're using an iPhone 4s as your profile says, then no, you cannot. You will be forced to update to the latest iOS version which is currently 8.4. There's also a jailbreak released for iOS 8.x.x.

What do you use to install the IPA? Can you open the IPA with WinRar or 7-zip to see if it might be corrupted? Which error code do you get when installing the IPA?
