Rootful .debs will not install on rootless without converting them first. You can use iGameGod to do this for iOSGods Mod Menus.

Sadly Apple keeps revoking even before users are activated, which when that happens causes an extra 33+ day delay. Please PM me your UDID so I can look into and make sure all is going well for you. -
Help/Support igamegod cannot install deb on rootless - operation not permitted

You need to move the .deb out of the folder it's in right now. Move it to /var/jb/var/mobile or such and then try installing it from there via iGameGod. -
