You can manually package the .deb on a Mac or Linux environment. Even Cygwin on Windows may work.

iOS 9.1 is the latest iOS Version and there's no Jailbreak for it. -

Restoring with iTunes will definitely fix it, but you will lose your Jailbreak. -

Doubt it. The files should be universal. But just to be sure, it should at least be from a similar device. Upload them for him. Also give him the exact permissions your files have.
