I don't think anyone can mod your account for you but if you can find a Jailbroken device, use the DIY method or the .deb hack to mod your own account. If the account syncs to Android also, you can use an Emulator.

I don't know any spoofers working on iOS 9 unless you change system files but that can be dangerous. You can still try changing your systemversion plist since 9.3.3 is still being signed. I'm interested in this also.

Go to ipsw.me, download 9.3.3, open iTunes, hold SHIFT and click on Restore and then select the 9.3.3 IPSW you previously downloaded. The restore will begin. Backup first of course. Both. Some elements are server sided, such as currency. Whereas the skill and cooldowns are client sided. That's why they can get hacked because putting those on the server is a hard task and could cause overload. At least that's what I think.
