I doubt you will have to pay anything. But they will probably just get you out of the bootloop and onto the latest iOS firmware. Just make sure you tell them someone sent you the weird character bug and now your phone is broken. Because Apple hasn't patched it. Also, perhaps your phone is stuck on a bootloop because the unicode char is displaying on the lockscreen? Maybe find a way to clear the notifications?

You can always take it to Apple. If you don't mind restoring and stuff. You weren't Jailbroken I believe?
