Tweaks on NON Jailbroken device. Possible?

Ok. Let's say someone decides to move up to a newer iOS that doesn't have a jailbreak but would love to keep a few tweaks and stuff from the actual jailbreak. Upgrading has become a very imperative necessity because of newer Apps minimum requirements.

SO... I've heard of sideloading. I've hear of Cydia Impactor.  What is possible to install, let's say, at current 11.2.5?

Can we get incredible stuff like iCleaner? Maybe Flex for some personal tweaking?

I thank you guys immensely in advance. :)

You can't install Tweak without Mobile Substrate that you gain with the Jailbreak. 
But some sites and apps offer you the possibilities to download and install Tweaked Apps.

Just so people who search get to know more:

That's what I've seen, but it might be a BIT dangerous for the phone stability, right?

I have heard that something similar to Flex for Non-Jailbroken devices is coming though!

THAT is really interesting...
But maybe the Flex for Non-JB must have serious restrictions...

Anyhoo... The greatest problem of jailbreaking is having to upgrade to a certain version and wait for the JB. 'Cause if you just merely wait for the JB so to then update, most likely the signing window will be closed at that time. :(

Geez.... tested and tested... Didn't work for me.
I went to settings and put iOS 10.0.

Downloaded an App, ok, but it get's stuck "installing..." - same for other apps I've tested. <sigh> :(
