Correct. Besides using follow4follow apps or hacks on those type of apps it'd be impossible to hack real following numbers, because they are on twitter server(s).

This is basically just for sharing screenshots, having laughs with friends+ family, maybe fooling gullible ppl you meet at bars, etc.
