Is there a method in which I can reset my device to a ios version that isn't the latest? 

Semi-restore removes all Cydia Tweaks and iPhone apps but keeps the Jailbreak itself but it requires OpenSSH installed.

 

Right now, it looks like you've run semi-restore but removed every jailbreak app/tweak.

Do you have iFile working?

He said he didn't in previous posts.

Game Over then. The only 3 ways were to install Open SSH via iFunbox (I believe iTools doesn't need AFC2, not sure), iFile or directly from Cydia

My internet was being a bit weird so I reset all of my settings.  This resulted in my internet going back to normal but an entire set of apllications was removed.  A folder with cydia, appcake, ifile and other jailbreak related items were removed. Is there anything to do to get them back?

Same thing happened to me 3 weeks ago

Yeah, you're going to have to restore.

 

You're lucky your phone isn't stuck in a boot loop at least. :3

 

Resetting all settings while being Jailbroken shouldn't be done.

I heard that ios 8.2 will be released soon and will be jailbreakable. I'll just wait till then
