try to ssh into your phone then run

touch /var/mobile/Library/Preferences/com.saurik.mobilesubstrate.dat

i know the file is around that area so if it is not right just look around

safe mode doesnt work for me. i tried reboot but nothing happened

no recboot google it, it can kick you out of a boot loop, it worked for me

This has happened to me before what i did that worked was I plugged my ipad to my computer ran itunes and restarted my ipad and updated it sadly that gets rid of cydia but you can always rejailbreak it that is what i did and it worked.

You can't re-jailbreak in this case. 8.1.3 is the latest iOS version and there's no Jailbreak for it.
