try to install iCleaner Pro and run it for "Unused cydia files" or try to delete the last repo you added to your cydia list. This worked for me before Btw I also found this: "If you’re adding a repo that has more than 65,535 packages, you will most likely head into trouble because Cydia cannot handle a repo that has more than that many packages. This is the upper limit and it keeps Cydia from going berserk. So if you find any Cydia Errors that says too many packages, you know what you got."

What don't work?

iOS 8.3 jailbreak is having a lot of mobile substrate problems. So I think that caused the problem. Try to respring or reboot your device.

try to put your instagram account to public if it's set to private else it's an server error you must ask them then. Because for all the others it's working.

Installing the iOS 8.3 Emoji Font File Step 1: You will need the font file that is required for this to work. This guide will assume you have retrieved the file from your OS X 10.10.3 operating system by doing the following. Open the Font Book application. Search for the font “Apple Color Emoji Font”. Right click the font and select “Show in Finder”. Copy the file (Apple Color Emoji.ttf) from your OS X and paste it somewhere safe. if your not jailbroken you can open your settings and disable all notifications for the app where you received the code and then you can enter and see the code without continue crashing when you're in the app you can enable the notifications back but if you friend send it again you must do this again. Or you let the notifications disabled but I don't think somebody wants that for an message app. (The best way to prevent it is to install the tweak what @DiDA gave you.)
