So I'm not really sure what was causing players to get stuck at 98% in the loading screen when going in their base, but I found out that dumping all your items out, even equipped, before you enter your base will get you past the loading screen. I'm suspecting the military backpack bugged because I wasn't able to delete it when it was equipped on my character. Edit: I'm stupid. The reason I wasn't able to unequip the military backpack was because I had stuff on my backpack slots. Either way dumping every item that's on your character resolves the issue of not getting past the loading screen when going into the base.
