Just Activation Error cannot activate contact apple whatever I could in theory just update my ios and activate but i want to stay on 9.1 to be jailbroken

No clue what i did, I used semi-Restore to restore my ios 9.1 jailbroken iphone because everything was buggy on the phone. but after I ran it and it deleted everything when i try to activate it there is an error, anyone know any solutions. should've done some research before doing it but whatever i guess.

Game just stays near the end of the loading bar and it won't load them game. Waited like an hour before and it stayed just on "loading..." Iphone 6s ios 9.1 Jailbroken. No cheats installed
