Nah. You may see it Unconfigure or Disable but it has 80% limitation as default. Click Enabled & you'll see the value. Changing it to Disable or Unconfigure will return to its default value of 80%.

I have these settings long time ago & never had noticed any increase of my internet. I think it all goes down to your ISP. You don't disable it, the default setting is disable which utilize 80%. That's the way it is. There's nothing you can do bout it unless you will root your device & copy your data. You can't update a mod apk with Google store.

You have a modified apk (created by luck patcher) & a fresh un-modified apk update from Google store, do you think you can merge it as one on the same device? It won't work for sure. Remove the modified apk. Install the latest update/version of the app then use lucky patcher again.

IPA means the app you want to hack. Download the cracked app (IPA) you want to hack. Open it with 7zip as archive then edit the one mentioned in the tut then saved. Signed it with Cydia Impactor. Then that's the time you use the hack by drag/drop using iFunbox. Basing on the photo you gave, you open a hack file not an IPA.

Using iFile/Filza or any similar, navigate to private/etc/apt/sources.list.d. Open cydia.list with Text Viewer and delete iOSCheats repo file. Then navigate to var/mobile/Library/Preferences. Look for com.saurik.Cydia.plist (bottom of the list) and open the plist file. Find iOSCheats repo towards the bottom of the file & delete a single line encoded by < key> tags and then the following lines from the <dict > tag to the </dict> tag. Reboot.
