I believe Cydown no longer requires Cydia Enable. It's been updated to work without it. On the tweak itself it says it only requires Cydia Installer 1.1.26, if you're using the latest version of Cydown. The "Enable" feature has been added to Cydown itself, so once installed open it up and click Enable. It should work after that.

It's a possibility that your udid has been blacklisted on Instagram and therefore you can't sign in anymore on your device. You can try spoofing it, but no guarantee that'll work. As for how you can spoof it, i'm sure there's something about that on here somewhere.

The problem with that file is that after solving the captcha it directs you to an infiniupload link which is no-longer available as the site is no longer in service. In other words, Binbox is fine, but file-host isn't. File needs to be re-uploaded.
