You may need to delete some tweaks. I believe the red bar is your system partition that Cydia and other tweaks use. Delete some tweaks that you don't use or are useless and see if that helps.

If you have a mobile terminal, sign in using su & alpine, then type apt-get update. If not, download PuTTY if you're on Windows, or use the built-in terminal if you're on Mac, and do the same thing.

I get that you want the upgrade caps removed. You can't do that.

In that case, I don't think you can remove the upgrade caps. You can only change it to the highest level.
