Yes, if you are using wither Windows or macOS, you definitely need to have iTunes installed for cydia impactor to work

Yes, you can use apple developer membership. Start from 99 USD per membership year

1. Delete all your another app install with impactor before. 2. Then try install again your app with impactor. 3. Impactor has limit only 3 app installation with free apple id account 4. Sometimes when in impactor, you got stuck on verifying application message, but if in your apple device the icon app show up. You can use the app and just close the impactor. But dont forget to verified first on general setting. CMIIW and sorry for my bad english.
