seems you dont have permissions set to the file! Trying first another thing: you can see your sources list in cydia?? what did you added/installed (source or package) latley? That issue is for a reason, i dont think is appeared from null Im trying to understand what caused the problem so i can see where to work for resolving it

This is a source issue! you must manually delete the sources list trough Fliza/Ifile But before that, try command apt-get update on terminal , sometimes issues about sources get resolved Dont tell me you dont have Terminal.......
