Yes. It is normal. I make it level 50 cause it gives you 13 coins per follow and that is the max level (50 - 12).

Oh... Yeah maybe that's my problem. Before I post the instagram followers hack, It didn't post for about 5 times. Maybe its just because of its content (cuz its a long thread.) or some visual text that I much put on that. I dunno.
