you can't go into safemode if you are in normal mode you need to rerun the jb and when it shows the notification on the lockscreen then you can hold the + volume button and it will take you to safemode...9.3.3 jb works like that And since he/she can't use pangu jb app then that's impossible

Just tap go and after it says doing it, it will show a pop up and you just lock the device and wait for reboot After that it will be in jb mode
