Downgrade Cydia Substrate and then, it should work.

Hold the power and home button. As soon as you see the apple logo, let go off the power button and press the volume up w/ the home button. I believe Cydia Substrate's new update caused that problem.

Downgrade Cydia Substrate and reinstall the tweaks.

Just experienced this.. To solve it: Hold down the power and home button. As soon as the apple screen pops up, stop pressing down the power button and press the volume up button with the home button. or you can downgrade Cydia Substrate.

It's not booting up properly so try doing this: Hold power and home button until the apple screen. As soon as it gets to the apple screen, ONLY hold the Volume Up button and the home button, let go of the power button.
